The paperwork writes itself

RailOps doesn't add a billing chore — the record falls out of the work. Every placement and release carries a timestamp because that is how the move was made, and the statement is those rows, sorted.

The clock starts itself

A car's dwell runs from the moment it is placed, because placing it is what the crew and the customer both did on screen. Nobody starts a timer; the move is the timer.
